Mr. Webb has been the Director of Accident Analysis Service since 1979. He has over 50 years of accident investigation experience. He served thirty years with the Oregon Police Academy in Monmouth, Oregon, retiring in 2005 at the rank of Captain. He served as a full-time faculty with the University of Illinois (Champaign-Urbana) for three years and three years as Director of the Nebraska Law Enforcement Training Center in Grand Island. Mr. Webb also has eight years of military and municipal police experience. While at the Oregon Police Academy, he served as the “On-Call” Fatal Accident Investigator for the Polk County District Attorney’s Office. He is a Graduate of the Air Police Academy, the Oregon Police Academy and held Basic, Intermediate and Advanced Police Officer Certification in Oregon and Nebraska.
Mr. Webb has instructed thousands of police officers, lawyers, judges, engineers and insurance investigators in accident investigation -reconstruction and related subjects at the University of Illinois, Oregon State University, Western Oregon University, University of Kansas, Nebraska Law Enforcement Training Center, Oregon Public Safety Academy, Oregon State Police Academy, Idaho Police Academy,
the Oregon State Bar and the Lewis & Clark Law School - Oregon Law Institute.
Mr. Webb holds Bachelors of Science, Master of Education and Juris Doctorate degrees and has been published numerous times. He is co-developer of the Crash Speed Calculator, an analogue computer manufactured in 1970 before the introduction of the hand-held electronic calculator. The device provided accident investigators with speed, distance & friction calculations at the scene of a traffic crash
Mr. Webb is accredited by the Accreditation Commission for Traffic Accident Reconstructionist (ACTAR#531), has been a member of the Society of Automotive Engineers for over twenty years. He is also a member the Forensic Accident Reconstructionist of Oregon, Washington Association of Technical Accident Investigators and the National Association of Professional Accident Reconstructionist. He has over a thousand hours of specialized education in accident investigation. In 2013, Mr. Webb recently came in Third Place in an International Forensic Accident Animation Contest.
